The Old Tomoka Oaks Golf Course: What's Happening in 2026

The former Tomoka Oaks golf course, the large green space at the heart of the neighborhood, is the site of the biggest residential plan in Ormond Beach in years: Tomoka Reserve, a proposal for 254 single-family homes. Here is the verified timeline of what has happened in 2026 and where the project stands as of this fall.

The plan and the developer

The developer, Triumph Oaks of Ormond Beach I, LLC, bought the shuttered course for $2.6 million in 2021. The approved plan puts 254 single-family homes on about 147.94 acres of the former golf course, with the first phase covering 24 lots.

The approval

After two public hearings on March 13 and March 24, 2026, the Ormond Beach City Commission voted 3-2 on March 24 to issue the development order, with Commissioner Kristin Deaton and Mayor Jason Leslie dissenting. The approval came amid a multimillion-dollar lawsuit between the city and the developer over the property.

The appeal

The Tomoka Oaks homeowners association filed a writ of certiorari in April 2026, and on May 20, 2026, residents asked a court to reverse the approval and halt construction. As of fall 2026 the dispute had not been resolved in the reporting available, so the project's future remains tied to the courts.

The plat process so far

  • Preliminary plat first submittal: June 5, 2026
  • Site Plan Review Committee comments: July 1, 2026
  • Revised Traffic Impact Analysis methodology letter: July 23, 2026
  • Phase 1 planned at 24 lots; no construction confirmed as of late 2026

What it means for buyers

Whether or not the appeal succeeds, the approval signals that demand for homes in ZIP 32174 is strong enough to support new construction on the old course. For buyers, that usually makes the established, larger lots in the original sections of Tomoka Oaks more desirable, not less: mature trees, room for a pool, and a quiet street are hard to replicate in a new build. A home like 101 N Saint Andrews Dr, with its screened pool, travertine decking, and 27-by-22 air-conditioned garage, is exactly the kind of established property buyers weigh against new construction.
